this is how to do

u need to visit this website https://www.httrack.com/ then u need to go to the download section

direct link to download page here

click on images to maximize the image

click on first .exe link and download the software

after u downloaded install the software

just click next and accept terms and condition

when u sucessfully installed the software

open it

click on next

enter project name it is necessary

u can leave product category

now enter the website url u want to download and make it completely offline

after u done it

click next

again click next

and the process will begin

and boom ur website is fully offline enjoy
